The legislation is clear — duty holders must keep building safety information digitally, make it available to residents and the BSR on request, and understand the fire strategy for every part of the building they are responsible for. Many are not managing it the way the law requires.
Are you an Accountable Person?
If you own or are legally responsible for maintaining the common parts of a higher-risk residential building — you already are one. You don't need to register. The obligation exists from the moment the building is occupied. Even if your building falls below the higher-risk threshold, the Fire Safety Act 2021 and Fire Safety (England) Regulations 2022 impose ongoing obligations on all multi-occupied residential buildings.
